The Fremont Sanitation District (FSD) is seeking qualified candidates for the position of GIS Specialist in the Engineering Department. The salary range for this position is $67,047 - $93,871 per year, DOE .

The GIS Specialist is responsible for the development and maintenance of the District's Geographic Information System utilizing modern principles, practices and procedures of GIS. This employee routinely performs computer mapping and data analysis work for a variety of projects and requests from all departments within the District. The GIS Specialist must maintain an adaptive mindset to the means and methods of more efficient GIS data acquisition and delivery to end-users in the midst of a rapidly evolving Geospatial Industry.


Qualifications:

  • Bachelor's degree in GIS, engineering, geography, computer science, or closely related field, or equivalent combination of education and experience required
  • Minimum of 3 years GIS experience
  • Valid Colorado driver license
  • Must obtain Class I Wastewater Collection Certification from the CCWP within one (1) year of employment

Education/Experience Requirements:

  • Bachelor of Science Degree in Geographical Information Systems, engineering, geography, computer sciences or related field with 3 years of GIS experience. An associate degree with extensive work experience in GIS; or an acceptable combination of the above may be considered.

Licensure/Certification Requirements:

  • Class I Wastewater Collection Certification from the CCWP or obtain within one (1) year of employment.
  • Current valid State of Colorado "R" Driver's License or obtain within thirty (30) days of employment.

  • Employee will be required to successfully pass (100%) a construction certification test within (30) days of hire.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The listed duties are essential job functions that the position has been created to perform. The list of duties is not exhaustive, and the employee may be called upon to perform other duties and special assignments which may be outside of the primary areas of employment.

  • District Administration: Develops and maintains geospatial information, maps and supporting GIS datasets relative to such concerns as customer billing, special fee construction, parcel Inclusions, District Boundary updates, Director District realignments, (Special District) election population statistics and information, and annual compliance with Fremont County and State of Colorado (DOLA) reporting requirements.
  • District Facilities: Develops and maintains geospatial information and supporting databases for all aspects of the District's collection system infrastructure, including but not limited to maps and map exhibits for contracts, drainage basins, asset management routines, CCTV pipe inspection video library updates and archives, as well as GIS data deliveries as required by Colorado 811 (UNCC) and Fremont County where changes to the District's sanitary sewer facilities and service areas are concerned.
  • Gathers and processes GPS field data using Leica GNSS equipment and software.
  • Performs records research for easements, plats, deeds and agreements.
  • Assists District Administration with NPDES permitting and deliverables.
  • Assists Pretreatment Coordinator with commercial account locations, geo-audit of sewage flows and statistics, and discharge location issues.
  • Assists the District Engineer and District Manager with annual budget development.
  • Serves as a District appointee to the Board of Commissioners for the Fremont County Regional GIS Authority.
  • Attends technical and safety training meetings, courses and seminars, as directed.
  • Utilizes proper safety precautions in all work performed to; reports problems and emergency situations, recognizes, avoids, and reports unsafe acts, conditions, accidents, and injuries.
  • Performs other related duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES

The necessary knowledge, skills, and abilities described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Employees must adequately meet or exceed expectations relating to specific job performance standards as outlined by the District.

  • Knowledge of modern principles, practices and procedures of GIS as well as geographic principles, cartography, GPS, geoprocessing, and GIS theory.
  • Strong awareness of GIS standards specific to civil projects
  • Thorough knowledge of coordinate systems and data projections.
  • Knowledge of the Public Land Survey System.
  • Skilled at ESRI software suite (version 10 and newer), including ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, Web Application Builder, and ArcSDE and administration of ArcGIS Server, and Microsoft Office software
  • Ability to collaborate with District Manager, engineering personnel, and other District departments.
  • Ability to maintain current knowledge of GIS software changes/upgrades and advancements in related technology.
  • Ability to communicate effectively with technical and non-technical staff.

WORKPLACE CONDITIONS

This position will require working both indoors and outdoors. Jobsite inspections occasionally require working in inclement weather. Conditions involving close proximity to wastewater and strong odors may be encountered. Attending meetings, conferences, seminars and presentations occasionally requires travel.

  • Work occasionally requires the ability to lift up to 50 pounds of equipment.

  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

TOOLS AND EQUIPMENT USED

The employee must have the abilities and skills to safely, efficiently and productively work with or operate the following items: Field equipment including, but not limited to, District passenger vehicles, hand-held tools, winches, personnel retrieval systems, blowers, survey and GPS equipment, testing equipment, laptop computers and mobile electronics. Office equipment including, but not limited to, personal computers, telephones, copy/scanning machines and other general office equipment. Traffic Control devices, barriers, cones, signs, etc.


WORK STATUS

This is a full-time position with a 40 hour per week schedule, consisting of four shifts of 10 hours. Scheduling may vary depending upon workload. Flexibility to work additional hours when needed is required. May also be required to work during emergency situations.
